Local Law 11 Façade Restoration

Montefiore completed a comprehensive façade restoration at the Northwest Loeb Pavilion of its Moses Campus to meet Local Law 11 (FISP) compliance requirements and ensure readiness for future filing cycles. The project followed detailed condition assessments that identified areas of masonry deterioration, parapet distress, and waterproofing deficiencies requiring corrective action. The scope included brick and stone replacement, parapet reconstruction, repointing, sealant installation, and targeted waterproofing upgrades, supported by design development and full construction documentation for Department of Buildings approval. Because the Pavilion remained fully operational throughout construction, planning and execution required careful sequencing to minimize disruption to hospital operations, patient access, and visitor circulation. Work was staged by elevation and zone, with protective measures in place for dust, debris, and noise control. Batska Consulting Group secured funding, coordinated design development, and managed field execution to ensure compliance with DOB requirements while maintaining patient safety and uninterrupted hospital functions. Close collaboration with Montefiore leadership, facilities management, and contractors ensured the project stayed on track and in compliance at every stage. The restoration was completed on schedule and successfully signed off by the Department of Buildings. By addressing critical façade conditions now, the project not only achieved compliance for the current Local Law 11 cycle but also reduced risk and preparation needs for future FISP filings. The improvements strengthen long-term building performance, extend service life, and reinforce Montefiore’s commitment to maintaining safe, resilient facilities that support high-quality, patient-centered care.
