Wakefield Campus Local Law 11 Parapet & Façade Program
Montefiore completed a comprehensive parapet reconstruction and façade repair program at its Wakefield Campus to satisfy Local Law 11 (FISP) Cycle 9C requirements and reinforce the long-term integrity of the building envelope. The initiative followed a detailed exterior assessment that identified significant parapet deterioration and masonry distress requiring corrective action. The scope included full parapet rebuilds, brick and masonry replacement, and waterproofing improvements designed to extend the service life of the structure and maintain regulatory compliance.
Because the work was executed on an active hospital campus, careful sequencing and planning were essential. Construction was delivered in phased zones, allowing hospital operations, patient care, and visitor access to continue uninterrupted. Batska Consulting Group secured funding, developed full construction documents, and led value engineering workshops to balance durability, cost efficiency, and regulatory requirements. Continuous collaboration with Montefiore leadership, facilities staff, and regulatory agencies ensured that all work proceeded safely and efficiently while meeting DOB standards.
In addition to the successful completion of Cycle 9C, Montefiore also completed Cycle 10 at the Wakefield Campus through a strategic, bundled approach that generated substantial project savings. This forward-looking methodology allowed multiple cycles of compliance to be addressed together, reducing redundancy in mobilization, permitting, and field execution.
The program was completed on schedule and received full DOB sign-off. The resulting improvements not only enhance safety and building performance but also demonstrate Montefiore’s commitment to cost-effective stewardship of its facilities while protecting patients, staff, and visitors.
